Accidentally, no. They cannot form a bond with someone they do not have a deep connection with already. Characters can enter a soulbond voluntarily with anyone (though, choosing a rival/someone your character does not like is, PROBABLY, less ideal in helping ward off the Shadow and the like). Soulidarity operates like this: willfully choosing a practical stranger to become a soulmate. In that case, it operates like a contract: two consenting adults choosing to be each other’s soulmates.
