Any specific NPC that would imperatively require mod participation? How? None unless some NPCs would like to share some memories...
An approximation of when it would take place? Duration? january or any month is fine
Type? a general game-wide event
Details? Memshare! (clenches fist) This isn't mandatory, obviously. People who linger in the same immediate vicinity for longer than a few minutes will experience each other's memories. This can be done as many times as wanted, good or bad memories. Each character will experience the memory together and are aware it has been likewise experienced by the other party. All baggage is on display. I guess it can also happen between more than two people who are in the same room, sure why not.
Preferable outcome, if applicable?? The goal is extreme CR building so characters who will never talk about their problems are now forced to talk about them maybe. The consequences are crashing and burning under the weight of shared trauma, I guess...
Additional details: so many of us are emotionally constipated, we need help
